it’s the thermal density of the water as opposed to air. it’s the same reason you get hypothermia so much faster in water than air, though they be the same temperature. water is much denser than air, so the hot water where do you get a bath bomb hit your skin many, many times more often than the same temperature air molecules, and therefore transfer more heat (which is at it’s most basic level, just movement) to your skin.
